For some skills, heroes are smart enough to not use it if it has no effect (no Sever Artery on enemies who are already bleeding, and so on). But what about Forked Arrow. Are heroes smart enough to avoid using it if they are enchanted/hexed?

No one knows

I will post results, but it'll be like 8-10 hours before I can get home so it might take a while.

Heroes do use Forked Arrow when they are enchanted. I guess it also goes for when they are hexed, I didn't check but I assume.

Confirmed.
Tested on Jade Scarabs outside Amnoon. Pyre happily fired off multiple Forked Arrows while hexed with Parasitic Bond.

Which makes sense, because there are effects that trigger on attack skill usage, so forked is being used while hexed/enchanted.
